Animal Testing - Cosmetics Question?

I'm writing a paper for school, and I have a question.





The cosmetics companies that state, ';not tested on animal,'; then what do they test on? Humans...? Nothing? How do they know if the products are safe?





Please help - I couldn't find any answer to this D:Animal Testing - Cosmetics Question?
First - you can't always be sure that they haven't tested all the ingredients on animals - and that what they mean is that only the final product hasn't been tested on animals.

I worked for a company that was claiming they did not test on animals and it turns out they did.They got away with it for 6 months.I found it disgusting.The animals dont have a choice,its not like rabbits volunteer to wear lipstick.This company claimed they had passed all the chemicals through the countries standards and payed human volunteers.When asked to prove this they cracked.It was just a small company.
