Do unopened cosmetics (eyeliner) expire? If yes, after how long?

An eyeliner was discontinued in 2002. I found 1 still sealed %26amp; unopened. Is it safe to buy %26amp; use it or is it expired? I want to surprise my mom for Christmas but I'm not sure it is safe. I used to work for a cosmetic company, as long as it still sealed and unopened it will be fine. when it becomes in contact with oxygen that is when it can become a breeding ground for germs and bacteria. i wouldn't keep an open eyeliner for more that 18 months as it can cause eye infections. hope this helps! :)Do unopened cosmetics (eyeliner) expire? well first i would check if the bottle had an experation date and then i would search online to find out safety precautions about the age of the product i searched a little but you probubly have a better understanding of what your looking for i will put my findings below so you can look at them.
a pencil will not expire but i would sharpen it a little
Is it liquid eyeliner or the pencil (kind of like a crayon) type? Liquid may dry up even unopened over that amount of time...the pencil type should be fine. I have many that are several years old.
Yes...you better not give that to your mom as a gift...LOL! What year is it? It doesn't matter if its never been unopened. The product is no good. If its a pencil liner then the tip is probably whitish looking which means that its dry and will crumble if you try to use it. If its a liquid eyeliner then it will probably have an odd smell.
